Bawku Central:  Majority Leader Says NPP Caused Delay in Bolgatanga Bawku Pulmakon Road Project

The Member of Parliament for Bawku Central and Majority Leader in Parliament, Mr. Mahama Ayariga, has blamed the New Patriotic Party (NPP) government for the delay in the Bolgatanga–Bawku–Pulmakon road project.Speaking to the media in Bawku, Mr. Ayariga explained that the road works stopped after the contractor’s funding was affected. According to him, the contractor Galva was being financed through a loan facility provided to the Government of Ghana.

Mr Mahama Ayariga Bawku Central Mp and Upper East Regional Minister Mr Donatus Atanga Akamugri

He said the contractor was able to work and receive payment only because the loan funds were available.Mr. Ayariga made these remarks following criticism from the Concerned Youth Group in the Bolgatanga East District, which had questioned why he, together with other Members of Parliament including State Attorney General, Dr. Dominic Ayine, and MPs from Nabdam, Zebilla, Garu, Pusiga, Tempane, and Binduri, had not taken steps to ensure the contractor returns to the site to bring relief to residents of the region.

The group stated it would return to the streets again if the road section remains unresolved within a week by 16th April 2026.

However, Mr. Ayariga argued that the NPP’s actions misled the country and contributed to a severe financial crisis. He said this led financial institutions to suspend or cancel loan facilities Ghana had previously secured, which in turn affected the financing for the Galvao contract.

He added that even if certificates were issued for completed work, there would be no funds available to pay the contractor. As a result, the contractor abandoned the site and left.

Mr Mahama Ayariga Majority Leader

The Majority Leader said that since the NDC government restored financial stability, efforts are underway to reinstate the loan facility so the contractor can return to continue the project.

He stated that, as of the time of speaking, the Minister of Financeis working to redraft the agreement with Galvao, sign the necessary loan documents, and then have the contractor brought back to the site.Mr. Ayariga also mentioned that he, the Roads Minister, and some colleagues including the MP for Pusiga, he  described as his “big sister” attended a meeting where they discussed the next steps with the contractors.

He said the Roads Minister directed the contractors to return to site while the government continues processing payments related to restoring the loan facility. He noted that Galvao is expected to return to continue from where work stopped, with the aim of completing the project during the tenure of President John Dramani Mahama .
